ETHICS IN PUBLIC ADMINISTRATION: CONCEPTUAL AND REGULATORY ASPECTS AND REFLECTIONS ON ITS EFFECTIVENESS
Abstract
The purpose of this narrative review was to reinforce the importance of Ethics in Public Administration today and seek reflections on its strengthening in the public space. For the development of the study, articles, books and legislation on ethics and ethics in Public Administration were consulted. The main results found demonstrate that ethics consists of reflection on socially recognized and practiced values, providing the creation of guidelines that guide the individual's behavior in society to achieve the common good. The Public Administration, in the duty to implement fundamental rights, has an undeniable commitment to public ethics, for the correct provision of public services. At the federal government, the Ethics Management System of the Federal Executive Branch seek to strengthen integrity and public ethics. Finally, regarding the effectiveness of ethics in Public Administration, there is a need to invest in the debate and understanding of ethics.
